    Victor VELTER graduated in 1993 Faculty of Mathematics from University of Bucharest and earned in 2012 a PhD in Management with dissertation: „Scientometric Approches in Knowledge Management”. Since 2008, he is the Head of Science Policy and Scientometrics Office at Executive Agency for Higher Education, Research, Development and Innovation Funding –UEFISCDI, Bucharest, ROMANIA.
